The County Government of Embu has invested Sh67 million to promote Early Childhood Development Education (ECDE) teachers and Vocational Training Centre (VTC) instructors, a major move aimed at strengthening foundational learning and skills development.
A total of 565 ECDE teachers and 124 VTC instructors have received promotion letters to higher job groups, signalling one of the county’s most significant education sector investments in recent years.

Major Boost for Vocational Training
The promotions are expected to improve morale, career progression, and service delivery in county-run vocational institutions.
Governor Cecily Mbarire said the county will now spend an additional:
- Sh28 million annually on promoted ECDE teachers
- Sh39 million annually on promoted VTC instructors
She described the move as a strategic investment in the future of education and skills development.
“This is a deliberate and sustained investment we are making in the future of education in the county to enhance access, equity and quality at both pre-primary and Vocational Training Centres,” she said.
More Instructors Hired
To address staffing gaps, the county has also recruited:
- 100 ECDE interns
- 35 VTC interns
The additional workforce is expected to ease teacher shortages and improve the delivery of training across institutions.
Learning Materials Distributed
Governor Mbarire also distributed textbooks and instructional materials for both ECDE and VTC learners to support active learning and better classroom outcomes.
This is expected to particularly benefit vocational centres where access to training materials often affects practical learning.
County Education Leaders Welcome Move
County Executive Committee Member for Education Monica Mwikali said the promotions and recruitment would solve long-standing staffing shortages.
“The problem of shortage of teachers is already sorted with the recruitment of additional ECDE teachers and VTC instructors,” she said.
She added that promotions would motivate educators to improve performance and deliver quality teaching.
County Secretary Amy Ruria also linked the initiative to stronger academic performance and improved use of learning resources.
“With the promotion of teachers and the issuance of more textbooks, we expect learners to benefit fully,” she noted.
Big Win for Skills Development
For the VTC sector, the investment is significant as counties continue to strengthen grassroots technical training as a pathway to youth employment, entrepreneurship, and self-reliance.
Well-supported instructors are critical in delivering practical courses such as:
- Tailoring and garment making
- Electrical installation
- Plumbing
- Hairdressing and beauty
- Carpentry and joinery
- ICT and digital skills
- Agribusiness and food production
Strengthening CBC and Grassroots Skills
The move comes as counties face increasing pressure to effectively implement the Competency-Based Curriculum (CBC), which requires stronger foundational learning and practical skills pathways after junior school.
By investing in both ECDE and vocational training, Embu County is positioning itself to support learners from early childhood through to employable skills training.
