The Ministry of Health has rolled out the Social Health Authority (SHA) Rapid Results Employer Compliance Initiative that compels employers to fast-track remittance of the 2.75% statutory deductions in compliance with the Social Health Insurance Act.
According to Medical Services Principal Secretary Ouma Oluga, in Nairobi County, over 12,900 employers have been flagged for non-compliance, with outstanding statutory deductions exceeding KES 3 billion. These arrears directly affect the Ministry’s ability to pay hospitals and sustain healthcare services.
SHA will engage with employers, provide support, and ensure they understand their legal responsibilities to contribute to the national health insurance scheme. PS Dr. Ouma Oluga: “The SHA RRI targets recovery of KES 21 billion owed by non-compliant employers. These funds are critical to ensure timely payments to hospitals. All public sector employers are already compliant.”
Employers are required to remit the 2.75% statutory contribution by the 9th of every month. Where engagement fails, legal action will be taken to protect contributors and maintain system sustainability
The SHA system is digital, transparent, and built to track contributions in real time. The PS highlighted tools that support enforcement and new measures such as Lipa SHA Pole Pole to ease payment for informal sector workers
The compliance initiative starts in Nairobi and will expand to Kiambu, Kajiado, and other counties.
