In a major boost to youth employment and economic empowerment, Mombasa Governor Abdulswamad Shariff Nassir presided over the licensing and onboarding of 400 delivery riders onto the Bolt platform during a ceremony at Tononoka Social Hall. The initiative highlights the county’s strategy of forging private-sector partnerships to unlock sustainable income streams for young people in the Coastal region.
Speaking during the launch, Governor Nassir emphasized that the program aims to address local unemployment by creating structured, accessible pathways into the workforce.
“Our youth do not lack ambition; they need opportunities, and we are determined to open those doors,” Nassir said, addressing hundreds of newly registered couriers.
Certification via Recognition of Prior Learning (RPL)
A key highlight of the initiative is the integration of the Recognition of Prior Learning (RPL) framework. Instead of subjecting experienced delivery workers to lengthy classroom retraining, RPL formally certifies the practical skills and hands-on experience riders have already acquired in the ride-hailing and delivery sectors.
This certification grants riders formal credentials to operate on the Bolt Food platform, lowering barriers to entry into the formal gig economy.
Strategic County-Wide Expansion
The onboarding marks a milestone in an evolving partnership between the County Government of Mombasa and Bolt:
- Background: The collaboration began with Bolt Food’s initial rollout in Mombasa in April 2023.
- Scaling Operations: Strategic engagements in September 2025 established RPL-based licensing as a core mechanism for onboarding youth across the county.
- Current Reach: The partnership currently supports over 1,000 delivery riders across Mombasa.
- Public Hub Integration: Bolt is utilizing public market spaces as operational hubs, easing access for prospective riders and improving service delivery across urban centers.
- Public-Private Model: The county provides logistical, regulatory, and venue support, while Bolt manages technical onboarding, credentialing, and platform access.
